UTLA has an agreement with the District concerning the teacher voting protocols for entrance into the Innovation Division. According to a motion passed by UTLA's House of Representatives in November and repeatedly endorsed by district officials. Fifty percent plus on of all eligible non-administrative certificated staff at each school must vote yes for the school to enter into the Innovation Division.

United Teachers Los Angeles president, A.J. Duffy has announced decisions regarding teacher voting issues at two schools, Santee and Jordan High Schools, on the entrance of the schools, into the LAUSD Innovation Division and the Partnership for L.A. Schools.
