Because this part of the brain isn't fully developed in those formative years, individuals aren't adept at thinking through the consequences of their actions and are extremely vulnerable to engaging in risky behavior and making bad choices, like the recent spate of headline grabbing celebritantes. While age 21 signals some magical induction into adulthood, it simply isn't. And this is the time, more than ever, when these young adults need guidance, mentoring and close observations because their choices can literally wreck their entire lives.
