What Is the Copley Bill?

The California State Senate recently passed a bill, known as the [Copley Bill] that was authored by Senate Majority Leader, Sen. Gloria Romero (D-24 S.D). According to a statement from the senator's office, the Copley Bill or SB 1019, restores the public access to police disciplinary hearings while protecting peace officer safety. The senator also believes it is critical that we restore public access to peace officer records and meetings that previously were open to the public prior to the Copley Press ruling. The "Copley Press v. Superior Court" decision of 2006 prohibited police commissions, civilian review boards, personnel boards or civil service commissions from releasing any disciplinary information on misconduct cases.

Considering the e-mail as a threat, Romero, in her statement responded thus. "This type of threat should never be tolerated in a democratic society," she stated. This is essentially a 'quid pro quo,' blatantly blending legislative votes on public policy matters to a vote at the ballot box that directly affects their careers. I call on every person who had opposed this measure to denounce this bully tactic."

SB 1019 seeks to restore that balance and Senator Romero has said to the opponents of Copley Bill, "I respect the privacy of officers but it's very important for the public's right to know. I am hopeful that law enforcement will re-evaluate its position and realize that transparency in our government should not be viewed, as a threat to anyone."
